Quebec Immigrant Investor Program

The Quebec Immigrant Investor Program is passive in nature, which means that individuals are not required to establish or actively manage a company in the province.

Instead, the program requires an investment of $ 1.2 million in a specific (government guaranteed) investment. Applicants must have the intention to settle in the French-speaking province of Quebec.

Successful applicants are issued a Choice Certificate of Quebec Immigration Canada, which allows them to obtain permanent residence in Canada after health and crime checks by federal immigration authorities.

Applicants must have these qualifications:

  1. Legally acquired personal net worth of $ 2 million.
  2. Two years of appropriate administrative or commercial experience during the previous five years of submitting the application.
  3. An investment of $ 1.2 million in a passive investment guaranteed by the government for a period of 5 years without interest.
  4. The intent to settle permanently in Quebec.

Legally Earned Net worth

In order to meet a minimum net worth requirement of $ 2 million, applicants must demonstrate the net worth of their current holdings, as well as their history of obtaining funds over the course of their careers with supporting documents.

The net value is determined through bank account statements, investor handbooks, real estate appraisals, audited financial statements and other relevant and updated documents. Candidates are required to declare all their assets. However, they are not required to provide evidence of properties exceeding $ 2 million.

Applicants must also prove that their net worth has been obtained legally. An individual’s previous employment income, business, local market conditions, inheritance and donations are taken into consiideration. While it is often difficult to produce detailed documentation for the early stages of an applicant’s life, clear supporting documents will facilitate the application process.

Adequate Managerial Experience

The aim of the program is to attract business and investment acumen to Quebec. A qualified applicant is a person who owns or runs a business or an active business activity, which may include rigorous professional practices, rather than merely managing investment activities. In this context, gray areas include non-business professionals, passive real estate investors, and investment managers. For example, real estate development may qualify while mere ownership of real estate may not.

Investment and financing

Successful applicants are required to make their investments with Investissement Québec for a period of five years, at the end of which the capital is returned without interest. The five-year period begins when the Selection Certificate is issued prior to the applicant’s arrival in Canada. The investment proceeds are used to finance various commercial and social programs within Quebec.

The Quebec Immigrant Investor Program allows applicants to finance the bulk of their investment through stockbrokers and investment banks. Typically, financing schemes require a down payment before the bank can loan the balance up to $ 1.2 million. The applicant then deposits the amount with Investissement Québec. The advance payment is not refunded at the end of the five-year period. The bank takes the fees and interest from the down payment and the immigration agent takes their commissions from the down payment. The net cost to the investor is the down payment.
